Content on the internet has exploded and is quickly overtaking the television as the most popular form of home media entertainment and information. In this audio lecture at the Lowy Institute for International Policy in Sydney, Australia, consultant Jeffrey Eisenach emphasizes the necessity of global institutions and frameworks to bring rules and order to the internet. He discusses the costs involved in enforcing cyberspace laws, but emphasizes how they may ensure competition, protect intellectual property and privacy, prevent fraud, foster transparency, support commercial transactions, and facilitate dispute resolution.


Jeffrey Eisenach co-founded The Progress & Freedom Foundation in 1993 and served as its president for a decade. He is currently chairman of Empiris LLC, a Washington, D.C., based consulting firm that focuses on providing analysis for complex economic litigation and regulatory proceedings. Previously, Eisenach served as chairman of Criterion Economics LLC and of CapAnalysis LLC. Eisenach also serves on the faculty of the George Mason University Law School, where he teaches a course on government regulation. Eisenach received his PhD in economics from the University of Virginia in 1985, and has served on the faculties of the Virginia Polytechnic Institute (1985-1988) and Harvard University's Kennedy School of Government (1995-1999). His career in public service includes stints as a senior economist at the U.S. Federal Trade Commission and two tours of duty at the White House Office of Management and Budget under President Reagan. In 1985 and 1986, he served as chief of staff to OMB Director James C. Miller III.
